People in Need is a non-governmental, non-profit organization founded on the ideals of humanity, freedom, equality and solidarity. 

People in Need was established in 1992 by a group of Czech war correspondents, journalists and activists and has grown to become one of the largest non-profit organization in Central and Eastern Europe. We have been operating in Ethiopia since 2003, working in four regions; Oromia, SNNP, Sidama and Tigray in different multi sectoral projects in the areas of development and emergency response.

1.Engineer

PIN currently is seeking energetic, disciplined, responsible Engineer for the specific project‘‘Emergency WASH response to the acute needs of the most vulnerable IDPs, returnees and host communities in Konso and South Omo, SNNPR and Tigray regions, Ethiopia’’. PIN currently invites applicants for the position of Engineer

Length of Contract: Definite until May 30/2024

Engineer

The positions involve Designing, planning, supervising and monitoring the construction of the Water, sanitation and other small-scale irrigation, NRM/ water management infrastructures/ in People in need Operational areas. The position requires supervising construction of contracted or on-force construction and rehabilitation of water schemes, sanitations and other infrastructures using unskilled and skilled labors. The position also requires proper management of materials, equipment and other resources under the programs and reporting periodically to supervisors

Under the supervision and support of the Engineering Unit Coordinator; administer contractual issues and deal with supplier, follow up and participate in BID process in collaboration with the Procurement department by adhering to the organizational and National low. Participate in technical assessment, proposal development and assessment for new emerging projects. Provide technical support during various manuals, construction standard and checklists preparation together with the   Engineering unit Coordinator and making sure it is applied in the field.

Responsible to provide technical guidance on water, sanitation, and hygiene project activities and other programs where there is Infrastructure facilities to build put together and review technical designs and BoQs; and supervise constructions.

Engineer specific tasks are

Organizational and technical management

  • Design construction plans and the resources available for completion of the project (labour, equipment, materials).
  • Apply all safety measures on site and promote safety culture in construction sites
  • Serve as the main point of contact for the department in relation to for Construction related partners and arrange feedback in respective project sites.
  • Ensure realistic work plan is undertaken and make any necessary changes to agreed deadlines and budgets whenever required.
  • Set up and track projects using appropriate documents.
  • To ensure that the allocation of resources is supported by appropriate program departments and project plans.
  • Manage the construction effort and represent the organization with Stakeholders and official in each respective project.
  • To plan, develop and organize the construction effort to formulate the most cost-effective plan to timely completion within budget and to implement the execution of that plan.
  • Responsible for implementation of the scope of work as related to construction, in conformance with project specifications, Scope of Work, and in accordance with the approved Project Schedule.
  • Monitor and provide technical report to the respective Project and or program Manager on project details, including progress, risks and opportunities in a timely manner for the assigned construction projects.
  • Ensures all changes to specifications, work scope and drawings are documented
  • Monitor construction productivity, schedule performance, and investigate reasons for less than satisfactory performance. Provide recommendations and institute measures for improvement by modification to operating procedures/work instructions.
  • Prepare provisional acceptance, final acceptance of the construction works, on time and through which it assures the release of retained money from Finance department.

HR Management

  • Organize and coordinate site supervisors and skilled laborer’s on-site.
  • To participate in recruitment of site supervisors and develop new staff for the department in line with PIN procedures and standards when required.
  • To set and communicate clear and well-understood team GOAL or targets
  • Participate in Appraisals of the site supervisors together with technical line manager and project managers based on the performance and competency
  • Maintain a positive attitude and appropriate work environment among the team

Construction Supervision

  • Professionally supervise constructions sites, maintenance and renovation of various infrastructures by coordinating the work of the organization and/or outside contractors on a particular project and ensuring that necessary workmanship, materials and equipment are on the job when required.
  • Inspect all phases of building construction to ensure compliance with plans, specifications and regulations.
  • Prepare progress reports and recommend progress payments for completed work on projects inspected.
  • Prepare and apply monitoring tools and templates with MS software
  • Prepare estimates of quantities; take off sheet and construction costs.
  • Documenting construction site supervisions like site book, work acceptance certificate, payments made, minutes and other relevant documents

Construction Administration

  • Prepares costs estimates, schedule and budget for construction projects; negotiates and manages construction contracts together with the Senior technical and infrastructure Engineer
  • Together with the Engineering Coordinator reviews construction specifications for compliance with Organization standards; interprets specifications and District policies and initiates or reviews change orders; prepares periodic project status reports
  • Represents the organization with suppliers
  • Acting as a focal person in Bid process and bridging the programs with Procurement department for technical matters
  • Prepares Tender document with all annexes, specifications, related contract documents and Requests for Proposals, participate on evaluation and selection of suppliers
  • Together with the Engineering Unit Coordinator, support in administering contracts, prepare take off sheets, and oversees the day-to-day progress of contractors. Prepares progress payments, contract change orders; interpretation of project plans and specifications and coordinates final inspection(s).

Financial management

  • To regularly monitor expenditure and recommend solutions that provide the best value for money in accordance with the allocated budget.
  • Adhere to PIN internal Financial systems

Coordination

  • Coordinated with Engineers and site supervisors plans and work executions
  • Step- in when site supervisors are on leave and resign
  • Actively Participate in weekly coordination meeting
  • Actively Participate in procurement coordination meeting and PPR sessions
  • Coordinate with procurement and track material deliveries and returns for each work site

Reporting

  • Keep the line manager informed of all site activities with daily summaries, weekly reports and regular meetings.
  • Immediately inform the line manager of any problems arising on the construction site, particularly with regard to damage, loss, attempted break-ins or theft.
  • Prepare reports to be Compiled together with engineering Coordinator at the end of construction project report for the organization

Other

  • Perform other assignments corresponding to actual needs of the mission, program, units and project up on request of line manager/CMT (Country Management team)
  • Substitute others related staffs during on absence while assigned by line Manager
  • Understand and adherence to overall PIN code of conducts, policies, guidelines and manual
  • Understand and Adhere to all donor’s and PIN’s guidelines and policies, with special focus on safeguarding and protection policies

ACCOUNCOUNTABILITY AND SAFEGUARDING including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
  • Participate in training and awareness raising (CoC and KP, Safeguarding…).
  • Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.
  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies. 
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
  • Create and maintain a fulfilling and protective environment.

Job Requirements

  • MSc/BSc in Hydraulic Engineering, Water Supply and Environmental Engineering, Water Resources & Irrigation Engineering and Other related field of study
  • Above 3 years’ Experience in construction project planning & scheduling, designing, supervision works ;specifically, she/he has to has an experience and good skills in big scale Wash infrastructures , coordination of project partners and Technical Report writing.

2.Hygiene and Sanitation Promoter

PIN currently is seeking energetic, disciplined, responsible Hygiene and Sanitation Promoter for the specific project‘‘Emergency WASH response to the acute needs of the most vulnerable IDPs, returnees and host communities in Konso and South Omo, SNNPR and Tigray regions, Ethiopia’’. PIN currently invites applicants for the position of Hygiene and Sanitation Promoter

Length of Contract: Definite until May 30/2024

Hygiene and sanitation promoter specific tasks are:

Hygiene and sanitation promoter will plan, coordinate and follow up grass root level for emergency responses under the projectand responsible to achieve the specific results in the field in proper quality and time. Hygiene promotor works under supervision of a Field Coordinator and with close cooperation with other project team and other departments like HR, Financial, Logistic, M and E, Safeguarding, Engineering departments. 

Hygiene promotor Specific tasks are:

  • Oversees the project’s hygiene promotion activities including preparation, promotion, and distribution of IEC materials, community meetings and awareness raising campaigns, behavior change communication techniques, etc.  
  •  Ensure that the project’s hygiene promotion indicators and targets are achieved as outlined in the work plan  
  • Conduct training of trainers (ToTs) for public health focal points (HEW & HAD)   
  •  Work closely with the program team members in order to integrate hygiene promotion activities into other activities (NFI distributions, construction works, etc.) 
  • Conduct meetings and discussions (focus group discussions; community conservations, etc.) on a regular basis to understand the main gaps in awareness on public health and hygiene, preferred communication channels of the community, etc.  
  • In close coordination with M&E, include questions on public health and hygiene awareness and behaviors in baseline, end line, and other monitoring activities  
  •  Incorporate hygiene promotion messages and trainings into the trainings for the WASHOCOs (WASH committees) 
  •  Participate in Working Groups and coordination efforts related to hygiene promotion, behavior change communication, etc. in the project area  
  •  Closely coordinate with your PIN Hygiene Promotion colleagues to ensure that messages and approaches are harmonized across projects and locations 
  • Ensure COVID-19 prevention messages are mainstreamed throughout the hygiene promotion activities  
  • Stay up-to-date on key messages from the government, WHO, Clusters, etc. and update materials accordingly 
  • In close coordination with the procurement team, support in the preparation of procurement plans, prepare procurement requests, etc. related to hygiene promotion and IEC materials or services  
  •  Provide regular updates to the Project Manager on the progress of the hygiene promotion activities  
  •  Collaborate with other actors working in the target community 
  • Be flexible and be able to give assistance with different activities not included in this primary job description. 
  •  Perform other related duties assigned by supervisor

OTHER

  • Substituting other Project managers during their leave as assigned by the Program manager

Job Requirements

  • Degree in the field of Education, Educational Planning and Management, Educational Leadership and Management, or other related field of studies
  • Above 3 years’ Experience in Relevant technical and emergency practical experience of Health extension program package such as prevention of Epidemic disease, Hygiene sanitation, with Governmental and NGO experience is an assets, Experience with MFA, USAID/BHA, ECHO, funded project and demonstrated experience in EiE and WASH sectors etc.

3.Field Coordinator

PIN currently is seeking energetic, disciplined, responsible Field Coordinator for the specific project‘‘Emergency WASH response to the acute needs of the most vulnerable IDPs, returnees and host communities in Konso and South Omo, SNNPR and Tigray regions, Ethiopia’’. PIN currently invites applicants for the position of Field Coordinator

Length of Contract: Definite until May 30/2024

Place of Work: – Based in Seharit/Samre with frequent travel to PIN’s project sites in different regions as required.

  1. Support for Program Development

Assist the Project manager in identifying new emergency operation areas through rapid assessment and contribute for the improvement the emergency unit in responding for various disasters.

Project Implementation, logistics and resource management:

  • Coordinate and/or participate emergency coordination meeting at woreda and zonal level and update the project manager regularly on the meeting updates and findings
  •  Coordinate activities in the field to ensure that the emergency response activities are not duplicated with other partner operating for IDPs returnees and host community responses
  • Provide support and guidance during the planning, implementation, monitoring and evaluation of emergency response in the intervention woredas and the respective kebeles from the inception to the close out stages.
  • Coordinate activities in the field to ensure that PIN WASH and shelter emergency response are implemented as per the specified standards and proto cols
  • Coordinate and get involved in need assessment of new project proposal developments
  • Coordinate and conduct hygiene promotion activities in project implementation areas in collaboration and coordination with respective government stake holders
  • Coordinate the construction and rehabilitation of hygiene and sanitation facilities in the health institutions
  • As a coordinator on Emergency WASH response, Field Coordinator is responsible for mentoring, couching and leading Field Officer and Site supervisor on Emergency WASH and Shelter response project activities. 
  • Facilitate regular assessment on the situation of IDPs and the hosting community, compile, analyse, interpret data, and report to the Project Manager for update and action.
  • Support in strengthening rapid response of the emergency team to enable them to collect, compile, analyse and interpret surveillance reports to use for decision making and action and also provision of feedback.
  • Facilitate and follow the distribution of WASH and shelter NFIs as per the project
  • Help in staff training, performances monitoring and ensure that PIN standards and protocols are adhered and implemented.
  • Provide and facilitate trainings and orientation for field staffs and government employees’ basics core value of humanitarian organizations.
  • Work with integration with other project staffs.
  • Coordinate and follow the provision and fixing PIN and donor visibility items in the implementation areas in collaboration with PIN communication managers 

2. Reporting and M/E

  • Provide updates and regular reports on in the situation of IDPs and hosting community.
  • Assist the project manager to compile the field-based reports and also assist on preparing high level regular reports and updates.
  • Support the field-based team to establish strong reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment,
  • Coordinate baseline and End line surveys in collaboration with monitoring and evaluation unit
  • Makes sure the registration is done according to the selection criteria
  • Coordinate and participate in market assessment as needed
  • Coordinate and involve in the beneficiary identification, selection and verification
  • Update the emergency and security update of the project implementation and other surrounding areas
  • monitoring and evaluation of the projects against its objectives and expected results.

 3. Representation

  •  Represent PIN at woreda and zonal humanitarian coordination cluster meetings.
