ORGANIZATIONAL OVERVIEW 

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. PURPOSE OF THE ROLE

The position holder is responsible for maintaining and establishing NEBE’s ICT technical vision and leading all aspects of NEBE’s technology. As head of information communication technology, he/she plays an integral role in NEBE’s strategic direction, development, and future growth. Responsibilities will include amongst other day to day team management tasks, the leading, managing and guiding of all NEBE technology strategies, technology platforms, partnerships, and external relationships with various third-party vendors. The role requires that a candidate with strong ICT management competencies be selected to manage this new and dynamic team of ICT individuals. With the ability to liaise and converse at various levels both at senior management and directorship level within and outside of NEBE.

Major Responsibilities 

  • Lead and manage the NEBE ICT Operations team during specially during election cycles to establish a culture of accountability and IT Service Management excellence through effective day to day management of internal technology professionals and external service providers.
  • Lead the continuous improvement and manage the various NEBE IT system  demands in the delivery of solutions and NEBE business as usual services to ensure the ongoing value of ICT.
  •  Develop strategies that remove cost inefficiencies, identify and leverage key ICT capabilities and skill-sets, and applying innovative thinking to process and product improvement.
  • Lead and manage improvements and optimization in partnership with infrastructure and application  in-house team and vendors 
  • Ensure the continued availability of NEBE ICT systems business as usual services based on agreed service and security levels to minimise operational disruptions
  •  Provide technical supervision of the NEBE ICT platforms including the monitoring and proactive management of events, maintenance activities and problem identification and resolution
  •  Maintain compliance of the ICT team with all relevant regulatory, contractual and legislative obligations.
  • Participate as a member of the NEBE ICT management team to provide expert advice on ICT operational strategic direction and issues in a dynamic and changing environment.
  • Proactively develop partnerships with outside state entities and stakeholders to grow ICT’s reputation as a trusted and valued partner in and outside of NEBE.
  • Continuous evaluations of all NEBE technologies ensuring the security of the information systems, databases, network communication lines and equipment are sound.
  • Set ICT staff performance measures (KPI’s – Key Performance Indicators) and manage staffing expectations so far as ongoing performance reviews are concerned. 
  • Provide strategic input into NEBE ICT strategy and future investment planning to
  • future-proof the NEBE ICT platforms for growth and technology redundancy.

REQUIRED QUALIFICATIONS:

 Requirements on academic qualification:

  • MSc/MA/PhD Computer Science, Information Technology Degree 

Requirements on Professional Experiences:

  • 10/8 years’ experience in an ICT out of which 4 years on leadership role

SKILLS AND COMPETENCIES 

  • Should possess courses that are specific to leadership, management, and ICT best practices (ITIL, TOGAF, Prince 2 etc.) are favorable.

  • High level of skill to lead during times of change, including effective change management, communication, and stakeholder management skills.

Reporting to the Head of Communications Department, the Communication & multimedia Expert is expected to support the Communications Department on a range of issues including development and execution of effective digital communications and issues including development and execution of an effective communications strategy.

MAJOR RESPONSIBILITIES

  • Proactively create editorial content (stories, photos, info graphics, videos, etc.) in cooperation with Communications team;  
  • Create digital media contents for NEBE communications team and work closely with NEBE social media expert;  
  • Take photos and videos of events; 
  • Edit videos and photos in a speedy manner;  
  • Design different communications materials for digital media, voter education and other uses; 
  • Design different creative materials based on the content direction given by the communications department;  
  • Participate in events and initiatives that the NEBE and its partners organize;

Purpose of the Role 

Reporting to the Head of ICT department the Database Manager will be responsible for maintaining data integrity and security to NEBE’s existing database system and will create and manage feasible optimal database system to support the election process. The Database Administrator will also use updated software to store and organize data and make sure database systems are updated and up to organizational standards.

Major Responsibilities 

  • Design and take care of computer database systems and make it accessible for use
  • Carry out plans for maintenance and updates of the database system

Purpose of The Role

This position will report directly to the Head of Planning Monitoring, Evaluation and Learning (PMEL). The Planning Expert provides effective support for planning, activity and deliverable progress reporting, management reporting, data collection, reporting processes, and other activities. The incumbent will work closely with PMEL staffs and, concerned officials of the NEBE to standardizing the planning and reporting processes and techniques thereby increasing the execution and delivery capacity of the team to meet the requirements of the HoPR.

MAJOR RESPONSIBILITIES

  • The Planning Expert is accountable for planning and reporting related activities in the NEBE;
  • Develop an approach to enhance the capacity of the NEBEs teams and regional government partners in best planning & reporting management practices and techniques;
  • Design and implementation of planning & reporting systems, processes, and tools;
  • Prepare reports, presentations, summary dashboards and present results to relevant stakeholders
  • Design planning and reporting templates and ensure their effective utilization
  • Monitor Planning & Reporting in compliance with, policies, procedures, and templates  fit with the Electoral Cycles;
  • Prepare and submit periodically needed quality progress reports timely like monthly, quarterly, semi-annual, annual and others
  • Support strategic plan, program/project, annual, bi-annual, planning and programming process for any programs of the NEBE;
  • Support concept initiation, project kickoff, case studies/assessments, project closure/transition, evaluation, and project status update meeting
  • Undertake regular capacity need assessment of the staffs with respect to planning & reporting management skills and implement tailored capacity enhancement interventions.
  • Facilitate the development of planning & reporting skills within the regional branch offices team.
  • Collaborate with head planning, monitoring, evaluation reporting and learning in the preparation of Plans and coordination of planning, monitoring, evaluation, learning activities of the NEBE; 
  • Actively takes part in the development, adoption and contextualization of Standard Operations Procedures and operational guidelines on Planning, and other overseas their implementation;

Monitoring and Evaluation Expert

PURPOSE OF THE ROLE

Reporting to the Head of Planning, Monitoring, Evaluation and Learning (PMEL) Department, the M&E Expert will be responsible provide PMEL supports to NEBE for effective delivery of Planning, Monitoring, Evaluation and Learning services. Conducting, monitoring activities, baseline study in collaboration with other team members, and preparation and consolidation of monthly, quarter, mid-term, and annual reports of the NEBE. The Jobholder will be contributing on the preparation of NEBE M&E guidelines, capacity building, mid-term project review, supporting the Management and other related activities.

MAJOR RESPONSIBILITIES

  • Support the Head of PMEL, of the NEBE in planning, programming, monitoring, and evaluation of the organization and provide quality technical support other departments.
  • Help develop an M&E plan for the sector; and oversee the development of indicators and indicator handbook for the establishment of an MIS to support the M&E plan.
  • Support implementation of activities related to deliverables for Evidence based planning and M&E;
  • Review and analysis of targets set in the strategic plan of the NEBE;
  • Support departments in the preparation of Annual Plans and regular reporting (monthly, quarterly, annually and other status reports as required),
  • Participate in the National M&E Taskforce chaired by the NEBE, and work with members of this taskforce including the UNDP, NIMID, ECES, and CSOs, on various priority initiatives.
  • Implement the NEBE’s M&E plans, in particular indicators, targets, means of verification and monitoring steps at outcome, output, and activity level, and in line with the Annual Work Plan and according to the institutions mandate.
  • Develop plans and monitoring the NEBE’s Risks and Issues matrices in line with international standards;
  • Develop and refine the internal monitoring system to gather results-based progress data and input from primary sources (NEBE) and third-party sources;
  • Review of the NEBE’s Results Resources Framework, with electoral-related indicators;
  • Develop NEBEs specific M&E SOPs responding to contextual challenges, according to the organizations M&E minimum standards ensuring necessary resources;
  • Handle a joint field monitoring visits, prepare their reports and disseminate the findings to all relevant stakeholders; Develop Internal and joint monitoring  TORs based on the overall M&E plan;
  • Take part on any proposal development activities of NEBE departments and contribute inputs, especially in the problem analysis, objective analysis, overall development of log frames, and coining indicators;
  • Work with departments on the capacity building activities, and support in the development of training manuals;
  • Effective and timely reporting to internal and external stakeholders;

Election Legal Affairs and Case Management Expert

ORGANIZATIONAL OVERVIEW

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its’ institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Election Legal Affairs and Case Management Expert position who meet the following requirements to apply.

Purpose of the Role

Reporting to Head of Election Legal Department, the Election Legal Affairs and Case Management Expert will be responsible to work on development of rules, regulations and guidelines that enables the NEBE to achieve its goals of organizing a fair, credible and transpire polls that meet the minimum international elections legal standards.

 Major Responsibilities

  • Developing rules and regulations that help to conduct election
  • Lead the coordination and preparation of NEBE legal documents such as directives, regulations, manuals that will be used by the NEBE to regulate the behaviors of electoral stakeholders such as political parties.
  • Review and provide international comparative analysis to the NEBE Management Board on various legal issues
  • Provide interpretations of published laws/directives and legal procedures in relations to elections;
  • Help the NEBE Management Board to prepare to address legal related questions from the public;
  • work on translations of legal documents and learning materials into different NEBE languages;
  • Train internal and external actors on election laws and related code of conducts.    
  • support in the development of code of conduct for the board members and staff members;
  • Support the NEBE Management Board to manage and address elections disputes handled through the NEBE’s grievance hearing process at various levels; analyses and summarize the types of grievance and share with the NEBE Management Board.
  • Prepare NEBE’s response to elections dispute that go through the judiciary process;
  • Support the realization of an effective electoral case management system
  • Liaise with various relevant agencies to create a system that promotes accountability for individuals and groups committing electoral crime.
  • Liaise with all work units and provide legal advisory support on demand basis;
  • Represent the Board, when party to a suit in a court of law
  • Train election stakeholders
  • Conduct research as requested btu the Board and formulate recommendations for reform
  • Implement other legal tasks assigned by the NEBE Legal Department Head.

REQUIRED QUALIFICATIONS:

Requirements on academic qualification:

  • LLB/ LLM

Requirements on Professional Experiences:

  • 7/5 years of relevant experience respectively.

SKILLS AND COMPETENCIES

  • Experience in the development and delivery of guidelines, rules and regulations in an election context, or relevant and equivalent experience working with civil society organizations and implementing projects;
  • Proven communication and presentation skills to large and varying audiences;
  • Demonstrated ability to draft memos, analysis and manuals in Amharic;
  • Experience working on research, analysis or content work in the law or related field;
  • Ability to remain highly organized while handling multiple tasks under tight deadlines;
  • Willingness to adhere to all principles of confidentiality;
  • Values operating in a collaborative and cooperative environment;
