Project Description

The purpose of the five-year USAID Climate Resilient (CR) Water, Sanitation and Hygiene (WASH) Activity is to support accelerated access to inclusive and resilient WASH services targeting lowlands areas.

The Activity will be based in Ethiopia and target the lowland areas of Afar, Oromia, Somali, and Southern Nations, Nationalities and Peoples Region (SNNPR).

The Activity will work to fulfill this purpose through four complementary intermediate results:

Professionalize and expand climate-resilient water services;

Increase sustainable access to and use of sanitation and hygiene products and services, including for menstrual health and hygiene;

Improve gender power dynamics;

Strengthen the enabling environment for climate-resilient water and sanitation services.

Position Description

RTI is seeking a Grants Specialist for the recently awarded USAID CR WASH Activity in Ethiopia. The Grants Specialist is responsible for providing grants support to the program and coordinating logistics.

The Grants Specialist will be based in the Sitti Zone, Ethiopia and report to the Regional Manager while coordinating closely with the Activity’s Grants Manager.

Responsibilities

  • Review day-to-day grant financials using RTI’s robust Grants Management System.
  • Support capacity building efforts for new and underutilized grantees.
  • Collect and file required paperwork from proposed and awarded grantees and monitor progression of activities; keep all grants-related files up to date.
  • Receive, prepare for review, and circulate to reviewers, complete grant applications and supporting documents.
  • Prepare documents related to grants for approval and verify that they meet the requirements for approval (e.g., due diligence and compliance with USAID grants requirements).
  • Upkeep a tracking system for all grant applications received and maintain complete records from grant review meetings, messages, etc.; properly record approval or non-approval. Keep the tracking system up to date: approved projects and deliverables, projects pending USAID approval, projects in the concept paper stage and potential grants.
  • Upkeep a tracking system for awarded grants, with information relating to each signed grant and the progress of funds disbursement including pipeline review for each respective grant project.
  • Ensure adequate filing of finance documents.
  • Perform other duties assigned by their supervisor and Grants Manager.

Job Requirements

Qualifications

  • Bachelor’s Degree and 3 years of experience, Master’s degree and 1 year of experience or equivalent combination of education and experience.
  • Experience supporting grants programming preferred.
  • Experience supporting USAID-funded projects preferred.

Knowledge, Skills and Abilities 

  • Excellent communication and interpersonal skills. 
  • Excellent writing and communication skills in English; proficiency in one or more local languages strongly preferred.
  • Experience in the Lowland regions of Ethiopia preferred.
  • Work experience in Ethiopia required.

Accountant

Position Description

RTI is seeking an Accountant for the recently awarded USAID CR WASH Activity in Ethiopia. The Accountant will ensure appropriate systems and procedures (cash management, vendor payments, budgeting and other related items) are in place to properly disburse, account, budget and report project funds which are cost effective, timely and have proper internal controls.

The Accountant will be based in Addis Ababa, Ethiopia and report to the Finance Manager.

Responsibilities

  • Provides support for CR WASH’s finance and accounting function.
  • Tracks expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping;
  • Prepares monthly expense reports to the RTI home office.
  • Coordinates and consolidates the projection of monthly, quarterly and annual expenditures and prepares pipeline estimates for the project.
  • Reviews expenses and financial transactions and ensures it is compliant with RTI procedures and terms of the agreement.
  • Coordinates and consolidates the projection of biweekly cash requirements, monitors cash flow.
  • Reconciles cash accounts for field offices.
  • Performs the cash management functions required in maintaining RTI bank accounts.
  • Manages petty cash accounts.
  • Follows up with field offices to make sure that weekly expense reports are submitted within the deadline.
  • Reviews and submits monthly bank reconciliations for all project countries.
  • Submits report of the findings to Senior Finance and Operations Director.
  • Recommends necessary ideas based on the review findings to the Finance and Operations Director and/or Regional Controller to improve the quality of reporting.
  • Ensures adherence to USAID and RTI financial and accounting policies and procedures.
  • Ensures adequate filing of finance documents.
  • Performs other duties assigned by their supervisor.

Job Requirements

Qualifications

  • Bachelor’s Degree and 5 years of experience, Master’s degree and 3 years of experience or equivalent combination of education and experience.
  • At least two years of experience working in an accountant function.
  • Experience supporting USAID-funded programming preferred.

Knowledge, Skills and Abilities 

  • Experience working with financial and banking institutions in Ethiopia.
  • Solid knowledge of labor and tax laws in Ethiopia.
  • Proven capacity to work under pressure, meet deadlines, and set priorities.
  • High level of personal and professional integrity, motivation to perform at one’s best.
  • Proficiency in computer technology and Quick Books accounting software.
  • The ability to maintain confidentiality and compliance.
  • Excellent communication and interpersonal skills. 
  • Excellent writing and communication skills in English; proficiency in one or more local languages strongly preferred.
  • Experience in the Lowland regions of Ethiopia preferred.

Enabling Environment Advisor

Position Description

RTI is seeking an Enabling Environment Advisor in Ethiopia for the recently awarded USAID CR WASH Activity in Ethiopia. The Enabling Environment Advisor will be responsible for improving data use and management, increasing coordination between humanitarian and development actors, and inclusively accelerating needed policy reforms to reflect pastoralist context.

The Enabling Environment Advisor will be based in Addis Ababa, Ethiopia and report to the Chief of Party (COP).  

Responsibilities 

  • Improve and expand the use of data throughout the programs cycle.
  • Strengthen government information systems by promoting the systemic use of data in decision making and updating critical indicators.
  • Support regional databases by supporting the integration of detailed asset management data.
  • Contribute to better alignment of humanitarian assistance and development efforts throughout the program cycle.
  • Lead project activities that support policy reforms to reflect pastoralist context, including through use of project generated learnings and evidence.
  • Support a learning approach for program activities – capturing, synthesizing and sharing objective learnings with internal and external audiences. 
  • Ensure project activities apply a Do Not Harm approach in implementation and that considerations for women, youth and other marginalized groups are integrated throughout all project activities.
  • Lead preparation and support delivery of high-quality technical reports and other contract deliverables, including quarterly, annual, and other performance reports as requested.

Job Requirements

Qualifications 

  • Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
  • 5 years of professional experience relating to public policy, policy reform and design, and/or public administration.
  • Experience with working with national, provincial, and district/ woreda level governments on improving data management systems.
  • Experience working in Ethiopia, preferably in the Lowlands, pastoral areas, and/or areas prone to environmental shocks and stressors.
  • Experience working on international donor-funded projects preferred.

Knowledge, Skills, and Abilities

  • Exceptional writing and communications skills in English; proficiency in one or more local languages strongly preferred.
  • Ability to travel and work throughout the lowlands of Ethiopia.
