German Leprosy and TB Relief Association Ethiopia (GLRA-Ethiopia) is a non-profit international NGO working in the field of TB, Leprosy and other NTDs as well as on Humanitarian aid and Socio-economic rehabilitation and research. With funding received from EHF-OCHA,  German Leprosy and TB Relief Association (GLRA) will implement a 12-month project by focusing on improving access and coverage of quality lifesaving Humanitarian response through a multi-sectoral approach in the existing government structure to deliver health and nutrition  service, Multipurpose cash (MPC),) and providing psychosocial support in Limu Woreda. The project will strengthen the capacity of government routine Health service delivery, Acute malnutrition prevention and treatment, and build the knowledge of healthcare providers on the delivery of maternal health, and child health including Immunization, mental health, and psychosocial to ensure the continuity and sustainability of these vital services for IDP returnees.

Project Officer –Nutrition and Cash Distribution

Job Purposes: 

Under the direct supervision of the Project Manager, the Nutrition  and cash distribution Officer is responsible for overseeing all start-up MPC and nutrition activities under the assigned location and responsible for the day-to-day management of the Nutrition and MPC  project implementation in the operational Woreda of a given location. S/he will be responsible for providing managing MPC and Nutrition activities implementation. S/he will provide technical guidance to ensure that program implementation adheres to appropriate international technical standards and guidelines are technically sound. Provision of Nutrition in emergency services and lead the management of the Mobile Health and Nutrition Team (MHNT) in collaboration with health project officer as a key component of the position holder.

The Cash distribution & Nutrition officer will provide consultation and necessary treatment as needed to the intended beneficiaries in the health facilities and outside health facilities in the project sites. S/he will work with the subordinate within the field office to enhance their participation and involvement in the prevention, awareness creation, and capacity building of woreda-based government health staff, and all the key deliverables are achieved.  

Key Areas of Accountability/Duties

  • Oversees the implementation of Multi-Purpose Cash (MPC) and nutrition projects in the assigned location and ensures that the quality standards are met.
  • Ensures effective start-up, management, implementation, monitoring, reporting, and evaluation of MPC, and nutrition projects in the assigned location.
  • Provide support and guidance to the subordinate; assess training needs, plan & provides training/guidance for staff in setting up new OTP and SC sites and MPC and MIYCN activities.
  • Facilitate training for health professionals in community-based management of acute malnutrition, and MIYCN.
  • Participating in and/or leading MPC, nutrition, and/or multi-sectoral assessments as required.
  • Conducts regular field visits to provide supportive supervision and discussions to the OTP/SC/TSFP/MIYCN sites, mobile clinics, and woreda health offices to monitor the implementation of MPC and nutrition programs and enhance the existing health system.
  • Closely work with the project manager and other support staff to ensure that project budgets are realistic, that they are efficiently used complying with donor/GLRA requirements, and that reports are submitted in a timely manner.
  • Represents GLRA in Woreda/Zonal level nutrition and MPC coordination and another forum as per the need and request.
  • Documents findings, lessons learned, and recommendations of field visits and practices for follow-up actions; shares as appropriate with the project manager.
  • Oversees and leads the development and submission of activity reports, ensuring completeness, accuracy, timeliness, and quality.
  • Provide essential lifesaving Nutrition services to IDPs returnee/collective centers/hard-to-reach areas/any place where MHNT was established.
  • Conduct all activities planned for MHNT.
  • Responsible to provide Community Based Management of Acute Malnutrition (CMAM) and MIYCN activities to IDPs returnee and people who have no access to the services.
  • Conduct capacity-building interventions for HEWs/HWs and community health workers and community mobilization activities with key Health messages,
  • Provide different pieces of training and workshops as per the plan.
  • Perform all necessary actions to ensure the smooth functioning of mobile health and nutrition activities.
  • Support the Woreda-based health and Nutrition system in providing technical support to the health facilities.
  • Prepare and share monthly and quarterly activity reports timely.
  • Support the MHNT in mobilization of communities and ensure that MHNT intervention is in accordance with the MHNT guideline.
  • Support Woreda the health office in strengthening the surveillance system.
  • Any other task assigned by his/her supervisor (project manager).

Job Requirements

Project Officer-Health

Job Summary:

Under the direct supervision of Project Manager, the Project Officer is responsible to the overall project intervention in the region/zone and is accountable to the delivery of set results in health thematic area . S/he engage in the project planning, implementation, reporting, and provide technical support to partner project assistant; the target zonal/ woredas, HFs and communities. S/he works with M&E team to coordinate the monitoring and evaluation activities of projects and participates in best lesson, knowledge management, and concept note development and ensures the quality of the project intervention. Provision of primary health care services and lead the management of the Mobile Health and Nutrition Team (MHNT) in collaboration with Nutrition and cash distribution officer as a key component of the position holder.

SPECIFICS ROLES AND RESPONSIBILITIES

Project Implementation

  • Lead and oversee the overall project implementation and provide technical backup support to Health workers/HEWs and partners in all PHC service delivery related technical areas

Job Requirements

Field Safety and Security Officer

JOB PURPOSES: 

The  Project Manager is responsible for coordinating the overall implementation of EHF Funded project by integration with Refugee & Returnee Service (RRS) in Internally displaced persons (IDPs), Returnees and host community, development of detailed project implementation plan, development of phased budget, follow up of project implementation, results based monitoring, evaluation and quality assurance, under supervision.  He/She work closely with Oromia Regional Health Bureau (ORHB) and East Wollega Zonal Health Department (ZHD), and Limu woreda health office team to quality of health and Nutrition service delivery for IDPs, Returnee and host community. The project Manager is responsible for Health, Multi-Purpose Cash (MPC) and Nutrition project budget the project budget by which he/she designated as budget holder. S/he is also responsible for project staff management including development of performance objective, continuous follow-up, capacity building and support project officer, and conduct performance appraisal. The project Manager will also provide technical guidance and capacity building support to health facilities staff, RHB, and Woreda Health Offices at the project implementation woreda. S/he will be responsible to document implementation lessons and best practices to improve project implementation as well as inform new business development.

KEY AREAS OF ACCOUNTABILITY:

Oversight and management of humanitarian emergency programmes

  • Liaison and work closely with country office before, during and after emergency response in the zone  and IDPs camps by supporting and/or directly managing aspects of implementation of emergency response projects through the response cycle
  • Coordinate regular management and technical support visits to project sites to support implementation and ensure that programming meets/exceeds international standards and corresponds to work plans and budgets
  • Work closely with other thematic areas to harmonize humanitarian interventions and ensure minimum standards and integrated approach where possible
  • Together with relevant GLRA staff and partners ensure project implementation plans, kick off meetings, regular monitoring and reporting in line with delegated Budget Holder responsibilities

  • For Master’s Degree 5 years or for BSC/BA degree 7 years of work experience in Humanitarian Preparedness and Response and Or Developmental in a number of fragile or complex contexts in an NGO environment of which a minimum of 4 years managing community based health and Nutrition projects and had been experience in In IDPs
  • At list 2 years’ working experience in project management position  
  • Trainings on Public Health Emergency ,MHPSS, BEmONC, CEmONC, Infection prevention , Nutrition in emergency, IMNCI  and Referral System

Field Finance Officer

Job Purposes: 

The Finance Officer is responsible to follow up the financial accounts to be settled on time and reporting; and projects budget follow up by in line with the approved project/organization budget. Thus, lead the accountants and field office finance and administration staff but following and in consultation with and the supervision of the finance team leader or manager. 

Main Duties and Responsibilities 

  • Lead accountants and field office finance and admin staff following the finance team leader supervision and leadership.
  • Planning, implementing and leading the staffs in the department;
  • Planning, implementing and reporting financial performances
  • Assist the Finance team leader in the overall cash flow management of the organization
  • Coordinating administrative issues of accountants of the finance department and field office finance and admin staff; facilitate supplies based on the needs of the department;
  • Following up accounting documents to be settled on time;
  • Preparing the general accounting including cost and budget reports/cashbook ledgers…/ at the end of each month and reporting it to the Finance team leader
  •  Overseeing the recording of the collection of the organization’s internal revenues by the legal receipts;
  • Checking up the presence of the minutes and other legal documents before performing any purchasing activities;
  • Following up the performance of disbursements (payments) to be performed on time in their sequences;
  • Providing a well-organized financial document for internal and external auditors to be served and used for auditing purposes;
  • manage the day to day documentation of financial documents with the right standard
  • Assist the finance team leader the assurance of quality finance administration pursuant to the country relevant law and policy, organizations, policy and procedures.
  • Reconcile vendor statements and resolve any discrepancies
  • Prepare and process payments to vendors, including checks, wire transfers, and cash payments
  • Assist with month-end close activities related to accounts payable, including accruals and reconciliations
  • Collaborate with other departments to ensure timely and accurate processing of invoices and payments
  • Receive properly registered and signed receipt vouchers, payment vouchers, and deposit slips
  • Check, code and record each voucher and documents
  • Generate and distribute invoices to customers and follow up on overdue payments

  • Prepare and distribute payroll reports to management and other stakeholders as required
  • Reconcile payroll accounts and resolve any discrepancies or errors
  • Assist with month-end close activities related to payroll, including accruals and reconciliations
  • Prepare payments by checking all supporting documents
  • Properly Keep and file all financial documents of the authority
  • Perform such other related duties as required.

Logistic and Procurement Officer

Job Purposes: 

The Logistics & Procurement Officer is responsible to work closely with Country Logistics & Procurement department, as well as field based staff and finance for the procurement of all materials and services required for GLRA Ethiopia programs and reports to the Project manager/country logistics manager. The position will liaise with the rest of the team for procurement and operations to ensure all procedures and procurement guidelines are in place and followed.

Key Responsibilities

  •  Facilitate processes required for Logistics’ Procurement to include maintain procurement database, receiving and distribution of procured materials, supervise buyers and assign daily shopping duties, coordination with CO for national orders, coordination of transport of  materials to the project location.
  • General management of the entire fleet of vehicles under the field office.
  • Support the transportation needs of program and office staffs are net in coordination with Logistics Officer and Operations staff of other offices.
  • Maintain adequate vehicle administration files, including vehicle log sheets, fuel consumption,
  • Coordinate airport and ground transportation for all arriving and departing staff, volunteers and guests.
  • Support project-wide operational processes including phone cards, office supplies, base items and other items as directed.
  • Provide relevant logistical data to management to support operational needs and the program development process.
  • Liaise with suppliers to create realistic delivery schedules and compare actual deliveries in order to evaluate supplier performance and responsiveness.
  • Ensure materials are received, stored, shipped, and reported in accordance with established procedures and Government guideline/regulations. Travels to field sites to receive and inspect goods delivered directly to the field.
  • Ensure procurement files are accurate and records are in compliance to GLRA and donor procurement policies, filing system is properly established, all soft copies and hard copies or procurement filed are accessible and manageable.
  • Ensure that all order requests, Operations in the country office.
  • Provide procurement planning support to the programmer staff as required.
  •  Maintain a complete, accurate and up-to-date inventory list and stocks.
  • Procure all materials and equipment ordered in a cost-effective and transparent manner in line with GLRA and donor specific policies.
  • Maintain proper records of disposal of assets and inventory
  • Ongoing market research for new suppliers that may provide better service or value for money for GLRA.
  • Assist with the preparation of contracts and amendments of contracts when needed.
  • Support on other tasks when required and any other related tasks assigned by the line manager.
  •  Liaises and collaborate with field offices to ensure coordinated and optimal utilization of vehicles
  • In consultation with the project manager and GLRA-Ethiopia Logistics and Admin Officer manage personnel activities in accordance with GLRA HR manual.
  • Prepare staff annual leave plan,  Maintain up-to-date record of annual leave and other leaves;
  •  Manage and Maintain records of staff benefits including medical benefits, leave balance,
  •  Ensures that request for annual staff appraisal is sent before the year ends
  • Manage the administrative functions of the project office
  • Ensure effective management of office premises and good facility management through monitoring cleanness of office premises effectively,
  • Performs any other duties as may be assigned.
