Senior Procurement Engineer (Vacancy Code – Proc 002/2024)

Position Overview/Scope of role:

The role of the Procurement Officer is to ensure the cost-efficient and timely procurement of ALL (Non- Construction and Construction related) materials, goods, works, consultancy services and other services are performed in line with the Company Standard Procedure (CSP) – Procurement Guideline of EEIG Construction.

The post holder is responsible, as delegated, for parts of the functional aspects of construction related procurement in coordination and collaboration with relevant departments (Commercial, Planning, Tender & Estimation etc.). The role requires a good level of technical and qualified skills in construction projects. The post holder will play a role in the implementation of the relevant procurement plans based on available Bill of Quantities (BoQs), purchase requests, and delivery including follow-up and reporting throughout the various stages of the project.

Position Overview/Scope of role:

The role of the Procurement Engineer is to ensure the cost-efficient and timely procurement of construction materials, works services are performed while complying with the Company Standard Procedure (CSP) – Procurement Guidelines and Supplier Framework Manual of EEIG Construction. 

Top Roles and Responsibilities: 

General

  • Drafts contract agreements for subcontractors and issue purchase orders as per approved material submittals and material service request as well as after appropriate approvals are secured on the technical and financial bids from the relevant departments and/or line managers as required.
  • Issue bid inquiries for Subcontractor/Suppliers for required material.
  • Follow up with the Subcontractor/Suppliers to receive the offers/quotations.
  • Compare between vendors’ offers both technically and financially per the pre-set evaluation assessment criterion for each procurement exercises and submit to line manager for review.
  • Facilitate and support negotiation sessions with suppliers /subcontractors by working with relevant departments and contributing own assessment of the supplier/subcontractor and/or the market at various levels of the procurement process to achieving the highest value at minimum cost for EEIG Construction.
  • Liaise with quality, logistics and material management at supplier and customer offices as necessary to ensure timely delivery of the required goods or services to requisitioned.
  • Follow-up on orders placed with suppliers/subcontractors and coordinate with site team on its on-time delivery as required.
  • Keep track of all suppliers’ (materials, goods, consultancy services and other services) performance evaluations and form a uniform database of the evaluation results in coordination with the Commercial Department subcontractors’ (construction works) performance evaluation assessments.
  • Perform and monitor the periodic technical re-evaluation of suppliers and subcontractors for possible inclusion on to EEIG Construction’s approved suppliers list.
  •  Handle all special assignments within the scope of the department as required.

Specific Responsibilities:

  • Coordinates with the relevant department teams for completing the procurement schedule.
  • Coordinates with the relevant departments and line managers to complete and update the Procurement schedule and ensure it is regularly updated.
  • Study the aspects of all relevant supporting documents (BOQ, Drawings etc.) as per the timeline of the supply needs on the procurement schedule and suggest a feasible procurement plan (method & process route) per the company’s procurement guidelines.
  • Be the focal person between Project Sites and Procurement Department on coordinating, facilitating and addressing technical (engineering) issues and questions related to materials, equipment and construction works per the procurement schedule.
  • Manages the efficient flow of purchase requests to the Procurement buyers for action.
  • Negotiate with subcontractors technically, to ensure the compliance of the firm with all project requirements as mentioned in the bid inquiry.
  • Follow-up on the approval of the materials submitted and mockups with the site.
  • Visit sites, suppliers and factories regularly as required.
  • Outline/draft new OR update existing prequalification assessment criteria for a varying number of supply needs (materials, equipment or services) as required and present to line managers for approval.
  • Perform the technical prequalification of suppliers and subcontractors as required and report to line manager accordingly. 

Communications and Working Relationships:

  • Coordinates with the Engineering/Design Unit when design details are involved.
  • Reviews the completed Procurement Schedule with line managers as required.
  • Discusses the material files with line managers as required.
  • Conducts regular visits to sites and coordinates with the site team for procurement issues.
  • Coordinates with the Tender and Estimation teams when sending bid inquiries, obtaining quotations, preparing comparison sheets, and preparing material files as per the CSP – Procurement Guidelines.
  • Interfaces with the QA/QC department with respect to their “audit” of suppliers
  • Interfaces with relevant teams (Commercial Department etc.) when assessing suppliers and subcontractors.
  • Work with the Plant and Equipment department team regarding machinery specification details for spare part purchases and quality approvals as deemed necessary.
  • Works with Procurement Manager and line manager on selecting suppliers for pre qualification.
  •  Coordinates with Warehouse Officers when material is returned to supplier
  •  Coordinates with Finance for the proper management of accounts receivables and parables
  •  Communicates with potential suppliers

Job Requirements

Essential Skills and Experience Required: 

  • B.S.c in Civil Engineering, Construction Management.
  • Minimum 4 Years & above work experience in procurement in a construction firm OR experience working on similar positions in a firm commissioning extensive construction projects thus hiring construction businesses is an added advantage.
  • Demonstrated understanding of standard/basic procurement workflow processes and construction industry procurement.
  • Knowledge of the industry market and ability to understand the technical requirement attached to the role
  • International experience and/or experience working with international organizations and/or with affiliated firms is an added advantage.
  • Proficiency in Microsoft Office (Excel, Outlook, Word, and Power Point).
  • Good Command of English language skills.
  • Working knowledge of Engineering software AutoCAD , Revit or similar is Mandatory.

Position Overview/Scope of role:

The incumbent oversees the procurement of Technical materials, goods, works and services in order to provide effective and efficient services meeting the needs of EEIG Construction projects. 

Top Roles and Responsibilities: 

General

  • Lead in performing all Procurement duties for nominated purchase packages including formation and administration of the purchase order through bidder pre-qualification, Procurement Plan issue, Approval to Tender (ATT), Invitation to Tender (ITT), tender evaluation, award and recommendation, and monitoring of performance of suppliers. This includes general purchase order administration, invoice verification, management of change, resolution of claims, resolution of back charges and purchase order close out.
  • Compile Technical assessment reports on suppliers’/subcontractors’ performance evaluations, procedural challenges on the Procurement CSP guideline that require revisions or corrections, real-time industry market activities – new type of supplies in the market, market study, follow-up with new/updated regulations relevant to construction procurement etc. – which result in the best “value for money” for EEIG Construction and report to Procurement Manager for discussion.
  • Contribute to ensuring that the required Procurement procedures of EEIG Construction are followed including maintaining the necessary files as required.
  • Review the approval of documentation are in accordance with the company’s Delegation of Authority (DOA).
  • Workload planning.
  • Report on the progress activities of the nominated purchase package – .i.e. the technical materials, equipment and construction works part – of the Procurement Schedule  to the Procurement Manager per agreed schedule.
  • Represent Procurement Manager with client and in management meetings as required.
  • Provide commercial advice on procurement matters for requisitioning departments and/or project managers on-site.

Specific Responsibilities:

  • Comply with Company and Project purchasing policies and procedures and act within limits of delegated authority.
  • Work with engineering, planning, project controls, expediting, Materials Control, HSE and quality to ensure specifications and material summitals of materials and equipment is provided on-time. 
  • Liaise with relevant Senior Procurement staff as well as with the commercial department in compiling the overall suppliers/subcontractors assessment reports.
  • Identify, develop and propose sources, solicit suppliers, receive quotations and bids.  Undertake negotiation of orders, follow-up, schedule and expedite deliveries.
  • Monitor the timely delivery of required goods are ensured.
  • Secure and process necessary documentation to support the approval of supplier invoices as required by the purchase order. 
  • Deliver quality services and demonstrate a commitment to understand and meet customer needs.  
  • Demonstrate a visible and active commitment to ethical behavior and its associated requirements.
  • Travel as required, including travel related to projects and to maintain links with other project area offices of EEIG Construction.

Job Requirements

Essential Skills and Experience Required: 

  • B.S.c in Civil Engineering, Construction Management, Purchasing & Supplies and/or related relevant fields.
  • Minimum of 5 years’ experience.
  • Demonstrated experience working IN a construction firm OR Experience working WITH affiliated organizations commissioning complex construction projects by hiring construction firms is an asset.
  • Experience working directly or indirectly with procurement department or team handling the supply needs for medium to large scale construction projects is an added advantage.
  • Experience working with relevant software solutions such as AutoCAD, Revit etc. is Mandatory.
  • Internationals experience OR working in an international organization in Ethiopia is an added advantage.

Site HR & Admin (Vacancy Code – HR 001/2024)

Scope of the role

Role holder will be responsible to plan and coordinate the end to end EEIG Constructions site related HR activities.

Roles and Responsibilities

  • The role holder interacts with many different people within the project site, including site crew members, supervisors and accounting/finance representative.
  • Role holder reports directly to head office HR Admin and Advisor with a dotted line to the site project manager.
  • The role holder collects and enters numerous sets of data, including new joiners end to end information regularly and submits for head office HR
  • The role holder plays a key role in the implementation of new employee induction/orientation programs. When the company hires new site staff / laborers, for instance, the site HR Administrator will organize a session to induct new joiners about the company, its vision and values, roles and responsibilities, on the project’s regulations and working conditions etc.
  • Responsible for informing employees about different policies and procedures
  • Maintaining employee records and facilitate new hiring processes and make sure every formality and document is present on time in full without error.
  • Managing on site grievances
  • At a minimum this person provides information on timekeeping on the minimum number of labor hours per day, reporting and breaking times and provisions for overtime, if any. In general, the role holder is also responsible for but not limited to;
    • Maintaining time and / attendance sheets
    • Verifying accurate hours worked including overtime hours and ensuring to submit time sheets for Finance department for payroll purpose
    • Reporting absent employees
    • Keeping track of all types of leaves
    • Calculate wages and deductions
    • Monitor reports for discrepancies
  • Manage site employees related cost management, Per Diem management etc
  • Another part of the job is to maintain meeting schedules of a construction project as deemed necessary.
