Position:Â Supply Chain Officer-Procurement
Position Overview
The Supply Chain Officer – Procurement is responsible for the efficient coordination and management of supply chain functions for IRC offices. She/he will be responsible for undertaking the entire supply chain activities: procurement management, procure to pay (P2P) and fleet management, running efficient and effective fleets. S/he must be able to discharge her/his responsibilities in strict compliance with IRC policies, procedures, and donor requirements, whilst ensuring best practices and maintaining audit-compliant records.
Major key Responsibilities:
1. Procurement
- Ensuring that all purchases of goods, services, and construction works are done transparently, at the best available price, and in compliance with policies and procedures.
- Working closely with internal and external stakeholders to ensure effective procurement preparation to support program implementation.
- Carrying out all procurements in line with IRC procurement SOPs as per assigned by the Supply Chian Manager.
- Developing and maintaining price rosters for all commonly used program supplies.
- Ensuring that approved suppliers and framework agreements are always used for procurement of goods, services, and works.
- Processing approved purchase requests through the procurement software (online BVA).
- Preparing requests for quotations, requests for proposals, and other tender solicitation documents
- Participating in tender meetings, evaluations, and vendor due diligence
- Preparing bid opening records, bid analysis, and award recommendations.
- Conducting contract negotiations with suppliers that is transparent and documented.
- Demonstrating value for money in procurements
- Reviewing procurement documents for accuracy and completeness before taking payments for approval.
2. Contract Management
- Preparing and executing contracts for recommended bidders
- Ensuring contract executions comply with the terms & conditions.
- Engaging in timely renewal and amendment of running contracts
- Tracking and measuring supplier performances against set performance indicators.
- Maintain supplier performance scorecards.
3. Supplier Management
- Conducting supplier due diligence including ATC clearance
- Maintaining supplier’s files and documentation
- Establishing a working relationship with key suppliers.
4. Compliance and Ethics
Mitigate compliance risk in procurement processes through: –
- Identifying and reporting procurement red flags
- Vetting suppliers through strict due diligence processes
- Training and collaborating with teams to ensure compliance with policies and procedures.

6. Fleet Management
- Keeping updated records and paperwork for vehicles and drivers.
- Managing fuel and maintenance service procurements as needed
- Ensuring that preventative vehicle maintenance is carried out to a high standard with minimum disruption to program activities.

Qualifications
Education: First Degree/Diploma in Business Administration/Financial Accounting or Logistics related field preferred.
Work Experience: 2 and 5 years of work experience in supply chain operations (Procurement and Fleet Management) for degree and diploma holders respectively.

Position:Â Midwife Officer
Job Overview/Summary:
The Midwife Nurse is a member of the IRC health and nutrition team and will be responsible for supporting the implementation of the IRC MHNTs activities in the Tigray Region. (S)He will primarily coordinate and implement effective medical logistics for the emergency health and nutrition program, from strategic design to implementation of timely and appropriate medical supplies management, in line with organizational and international standards.
Major Responsibilities:
- Conduct Antenatal care including provision of T.T vaccination.
- Conduct Post Natal care.
- Provide Family Planning
- Ensure delivery plan with all registered pregnant women.
- Ensure referral of obstetrical emergencies
- Provide or link Sexual Assault Survivors to Clinical, Psychosocial Care and other SGBV services.
- Provide health education, particularly on RH/HIV/AIDS including IYCF.
- Ensure that all specified HIV/AIDs and RH activities are implemented.
- Liaises and creates strong linkages with other sectors Nutrition, U5 Childhood illness OPD, SGBV, Hygiene & sanitation.
- Provide social and behavior change communication (SBCC) that promotes demands for RH services.
- Represent IRC at RH coordination meetings and task force meetings at the Woreda level.

Position:Â MHNT Nutrition Officer
Job Overview/Summary:
The Nutrition Officer will assist medical staff in the care and treatment of patients in the IRC’s Mobile MHNT. The Nutrition Officer will be responsible for nutrition intervention of the clinic maintaining a high standard of care as they help treat patients. The workload is intensive and requires a team of dedicated health professionals to meet the ever-increasing demand for specialized medical care and at times the staff may be called upon to fulfill duties not directly involved with this job description.
Major Responsibilities:
- Apply nutritional knowledge and skills to treat MAM and SAM. Oversee and lead clinical team in the management of malnutrition, prescribing necessary treatment respecting SP and government protocols.
- Keep the patient and/or his/her family informed about their nutrition status and provide appropriate explanation/education about the treatment to follow, verifying that they have understood the treatment plan.
- Work with staff to ensure care and communication is culturally sensitive.
- Follow the evolution of patients during the course of treatment, through consultations and examinations, prescribing the necessary treatment following SP protocols, deciding whether they can be treated or require further care at a different health facility – in collaboration with other SP clinical staff- and informing the patient and their family about the patient’s condition.
- Support clinical leadership to enforce compliance with standard infection prevention and control guidelines.
- Participate in the accurate clinical documentation and collection of nutrition data, informing the Nutrition Team Coordinator as appropriate, about any problem or complication of the patient’s illness or medical error (s).

- Set up a functional drug management system for emergency health programs according to the IRC policy.
- Manage field pharmaceutical supply chain management, including storage, distribution, medicines management within healthcare facilities, healthcare waste management, controlled drug management, and software systems for commodity management.
- Support initiatives in improving access to quality medicines during emergencies.
- Ensure regular inventory and consumption tracking of medical drugs and supplies.
- Work with MHNT staff to ensure prompt requesting of medical drugs and supplies.
- Work with the supply chain and program team to ensure effective procurement plans and warehouse management of all medical drugs, equipment, and supplies.
- Manage safe waste management of drugs and medical supplies.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing guidance to enable staff to successfully perform in their positions.

Position:Â Finance Director
Position Summary:
IRC is seeking a Finance Director for an anticipated multi-million-dollar Department of Health CDC Strengthening Immunization Program Implementation in Sub-National Consequential Geographies opportunity. The aim of this program is to provide immunization services (identify and vaccinate zero- and under-dose children, support polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases surveillance); support global laboratory networks for polio and measles/rubella; support planning and implementation of supplemental immunization campaigns; and support the strengthening of immunization delivery systems and capacities in high priority countries.
The Finance Director will be responsible for overseeing financial management and financial operations for the project. Acting as the principal finance business partner to the Program Director and other Senior Management team, the Finance Director provides the leadership and management necessary to ensure the project has the appropriate financial infrastructure and systems in place to support the smooth project implementation. The Finance Director will ensure the assistance complies with CDC rules and regulations and the host country’s labor, tax, and other relevant laws. S/he will contribute to the development of the Project’s strategic and operational plans and be accountable for ensuring and monitoring delivery against the financial plans through targeted and comprehensive financial analytical review. Additionally, the Finance Director will coordinate their work with IRC Ethiopia Country Office Finance Unit to enforce internal controls over the CDC Immunization opportunity.
The position will be based in Addis-Ababa, Ethiopia. Recruitment is contingent upon the successful award of the project, and the selection of the final applicant is subject to CDC approval. The project is anticipated to begin in June 2024.
Job Responsibilities:
- Ensures that all policies and procedures follow IRC and CDC policies, procedures, and requirements.
- Establishes project’s finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation
- Manages project finance activities and schedules to meet the financial reporting requirements and deadlines specified by IRC HQ and CDC. Prepares quarterly accrual reports, expenditure reporting, and burn rate projections
- Provides project management and program staff with monthly actual-to-budget expenditure reports and analysis for project funds and facilitates the review and discussion
- Ensures balance sheet reconciliations are completed monthly and on a timely basis and reviews final reconciliations and trial balances with the Project Director
- Closely monitors all financial activities, and keeps the Project Director advised of all situations which have the potential for a negative impact on internal controls or financial performance
- Directs the preparation of and approval of all CDC financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Project Director and HQ prior to submission

- Experience with budgeting and financial reporting requirements on large CDC, USAID, BHA, FCDO, or other Institutional Donor funded projects
- Experience with financial management and reporting on projects with substantial sub-award components
- Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures
- Familiarity with CDC rules and regulations including applicable CFRs
